WHMIS: Then and Now

The Workplace Hazardous Materials Information System (WMHIS) has been in place in Canada since 1988. Since then it has been the national standard for identifying and handling hazardous materials in the workplace safely. In 2015, WHMIS was updated (now known as WMHIS 2015) to align these regulations with the international standards laid out by the Global Harmonized System of Classification and Labelling Chemicals (GHS). This updated program is what we teach in our WHMIS training courses.

WHMIS was established in 1988 in order to ensure that employers and workers can receive consistent and up-to-date health and safety information about the hazardous products they may be exposed to on the job. It is also responsible for providing the guidelines for the handling of, and protection from exposure to these materials.

As stated in subsection 42(3) of the Occupational Health & Safety Act, an employer must review the WHMIS training they provide to their workers annually. This must be done in consultation with the joint health and safety committee, or the health and safety representative.

WHMIS compliance is enforced by the Labour Branch of Human Resources Development Canada for all federal government workplaces. All other workplaces are under the jurisdiction of provincial or territorial agencies, such as the Ministry of Labour in Ontario.

The Global Harmonized System (GHS) is a global standard that was created by the United Nations for the classification and labelling of hazardous materials to set a common standard for the labelling, rating and handling of hazardous materials. Canada incorporated these standards into the WHMIS program in 2015.
